The Code of Public Order at Bosque Street can decrease the criminality?
At January of 2003 in Mayaguez was implanted a new Code of Public Order. The objective of this Code is to control the criminality at this city and try to maintain the people in their houses early at night. In some cities of Puerto Rico this Code are been implanted for the same reason or but in each city the laws are low different. The criminality in Puerto Rico is increasing passing the years and in some manner is unstoppable. Now a day occurs more murders, steals, car jacking, and other offense acts than 10 years ago. But many persons including me are questioning how can we stop this problem? The reality is that this problem is very difficult to stop in some manner the criminality in Puerto Rico. For this problem is the implementation of this Code but the reality is how we can know the effectiveness of this Code and which are the consequences at one year that the Code was implanted? What are the opinion of the young people and students of Colegio that hang out at night hours at Bosque Street to find some fun? Not only the opinion of the young people is important to know also is important the opinion of owners of Pubs that are affected by this Code. There are a lot of unanswered question about this situation. The new Code of Public Order is not work at 100% and I think it is necessary make some changes to decrease the criminality in Mayaguez in some manner.
There are some new laws that are implanted in Mayaguez with this new Code. Some of these laws were necessary and other not necessary to control the criminality. One of these laws is the close of the pubs and other merchants of alcoholic beverages at 1:30 A.m. in some urban areas of Mayaguez includind the Bosque Street that the criminality was increasing or is increasing. Also this Code implanted the areas of consumption of alcoholic beverages in some streets of Mayaguez including the Bosque Street and the breakers of these laws can receive very expensive tickets than can up to 500 dollars to the person and $1,000 to the pub who sold the alcoholic beverage. Other new consequence of this code is that there are a lot of police mans making vigilance and trying to control the situation each Wednesday, Thursday, Friday and Saturday at the areas that the Code was implanted. There are new laws to control the noise at these areas, to control the traffic, to control the people begging money and others.
The opinion of the people to this code is varied. For one side is the opinion of the persons who supported this code and the other side there are the people who are not very happy with this Code. But the reality is that the Code is implanted and there is nothing to do about this only make some changes to satisfying the majority of the people. The opinion of the person who supported this Code is that the Code is good because could decrease the criminality, there are more security for them, could decrease the car accidents by drunk people, there are less people in the streets at high hours of the night who could commit offense acts at these hours and a lot other many reasons. The opinion of the majority of young people is opposite. The majority of young people like to hang out to high hours of the night to have a lot of fun and with this Code they cannot do this at maximum. They are opposed to the expensive tickets that they would be expose. Some of these young people missing the old times when they hang out at the Bosque Street when there were not Code. Also there is the opinion of the merchants of the Bosque Street that I think they are opposed
to this Code. With this Code their profits decrease due they were accustomed to close their pubs at 4:00 or 5:00 A.M. and closing at 1:30 A.M. decrease considerably their profits. Also the tickets that they are expose for permit a person to leave the pub with a can or a bottle of alcohol are very excessive (up to 1,000 dollars).
For me the Code is good and can be very effective but there are things that fall in the exaggeration. I think is good to implant an hour to close the pubs because decrease the car accidents by drunk people and could decrease the danger of an assault or steal at Bosque Street at high hours of the night. Other thing that I think is good that there are more vigilance by police mans and make this street more secure to hang out. But I am disaccorded with the expensive tickets that were implanted by this Code. I think that these tickets are good to maintain the control of the streets but these expensive tickets could decrease the economy of Mayaguez in some manner. I think when a person received one of these tickets it is possible that this person would not hang out more at this street or at Mayaguez. And this situation I think affects the economy of Mayaguez in some manner. These tickets could be minor to the breakers of this Code. But I think the Code is in some manner effective in the control of the criminality. Other problem that exists is that sometimes the police mans are abusive with the people. At 1:30 A.M. they get off the people in the Bosque Street sometimes in violent form or rude form. I think it is no necessary because they are suppose to maintain the control and make vigilance not to face up with the young people. I think some of them have prejudices with the young people and I think this is unacceptable. If I could evaluate this Code I would give a B minus in the criminality battle.
Problem of people begging money at Mayaguez Streets
A time ago beg money for some reason was embarrassing for the persons that beg money. Now a day the situation is different. In any place that many people frequent the majority of the times are someone begging money. Some of these persons that beg money make it for a good reason as to collect fund to some operation or surgery for a familiar. Perhaps others beg money for maintain their bad habits of drugs. It’s sad situation in our society but the reality this is a critic problem for someone. More and more persons appear to beg money for their use of drugs and this problem occurs a in all cities of Puerto Rico. My focus in this essay is in the city of Mayaguez in which is converting in the perfect paradise to beg money. Beg money for a good reason is not bad, but beg money for use drugs y unacceptable. There are many ways to battle with this problem but the Government don’t have good ideas or simply they don’t have insistency in find a solution for it. In reality I think that in the government don’t arrive a good or relevant ideas to find solution to this problem. I have a idea of implement a law that sure help to minimize the people begging money in the streets. The best way to resolve the problem of people begging money at Mayaguez is creating a law who makes indispensable beg a special ID-card (to the government of Mayaguez) which permit beg money to persons who really need money for a good reason. This idea will be a little difficult to implement but is possible to make.
This law will have all about the steps to obtain the special ID-card. To obtain this ID the person or persons who needs beg money would have to fill an application in which explain the reasons bye these people need to beg money. These reasons have to be
describing in detail in this application. Then this application have to be send or to be arrive to a special committee of the Government of Mayaguez who evaluates the application and decides if this application is acceptable or deniable. If this application is accepted the person or persons involucrate in this situation have to pick up their ID-cards at the offices of the Municipality of Mayaguez. These ID-cards would have an expiration date that don’t exceeds 30 days since the application is accepted. After the use of these ID cards there are to be deliver in the same office that were pick up. If the persons or the persons don’t deliver these ID-cards they would expose to a municipal tickets that have to be paid in or before 30 days after the expiration day of the ID-cards. The persons that beg money and don’t make this procedure will expose to municipal tickets and in the worst of the cases they could be in jail. If the person is a drug user, he could send to an obligatory rehabilitation program as Hogar Crea.
Many of yours questioning how would possible this law. The procedure is the following. First we have to make a letter and a collect of signs of Mayaguez population and then send to the major of the Municipality of Mayaguez. This letter will contain the idea explained in all of the senses. The reasons that the persons are angry about this situation will be in the letter. The benefits of this idea of law will be expose also in this letter and with the possible time of observation of this idea. Then the municipal assembly with the major of Mayaguez will decide if the idea is acceptable or not. If the idea is not acceptable the municipality and the major of Mayaguez will explain the reasons by the letter was not accepted for a possible modification of the idea. If the idea is acceptable there will be a time of advice to the people of Mayaguez about this new municipal order. Then the municipal order will be in vigor. The necessary time to know if the order is working will be about 6 months. Then municipal assembly with the major will evaluate the efficiency of this municipal order. If the efficiency is negative the order will canceled.
Last year of 2003 in the Municipality of Aguadilla was approved a law something similar in which they send to jail wander people who beg money in the streets of Aguadilla. This law was not prosper because a group of persons that put pressure to the major of Aguadilla for the annulment of this municipal order. I think that my idea is better than the idea was implanted in Aguadilla because it’s better drafted and more impartial. The timer of orientation, the right of all persons of obtain an ID, the time of pay the municipal tickets and others makes that my idea is better flexible and rude in the same time to find in attack the problem. It’s necessary to find solution to this problem because more and more people are in the streets begging money for drugs. Why not use my idea and resolve the problem???
